Chapter I

Preliminary Provisions

Article (1) the name of the system and start its work:

Pursuant to the provisions of the Voluntary Work Act 2006 and humanitarian Council issued forth of this statute is called the Statute of the Association of Sudanese websites Council 2009 and shall come forth from the date of clearance from the General Assembly of the Association and approved by the Registrar-General or his representative at the meeting of the General Assembly.

Article (2), but starch and Headquarters:

Established under the provisions of this article of the Statute of the General Assembly on behalf of the Sudanese websites and is headquartered in the Sudan, Khartoum State in the federal capital of Khartoum and have the right to establish branches in the states of Sudan and to bring specialized office support within and outside Sudan.

Article (4) interpretation.

This Statute of the Assembly unless the context requires another meaning of the words and phrases shall have the meanings set out before each of them

A – Law: intended by the law of voluntary and humanitarian work for the year 2006 and the regulations issued there under.

B – General: It refers to the Sudanese Association of Web sites.

C – The Commission: means the Office of Humanitarian and Voluntary Work Federation.

D – Commissioner: means the Commissioner General of voluntary work and humanitarian Federal.

E – The Registrar: The Registrar-General intended to work for voluntary organizations and humanitarian law.

And – Member of the Assembly: means the person who acquires the membership of the Assembly in accordance with the provisions of Article (6) of the Statute and shall conform to the requirements for membership.

G – General Assembly: It refers to all members enrolled in the membership of the Sudanese Association of websites which is taking place according to the provisions of Article (11) of this system and Active for their assessed contributions and approved by the General Assembly.

H – Board: means the Board of Directors of the General component under the provisions of Article (11) of this system.

I – President: Means the President of the Board and President of the General Assembly of the Association.

J – Regulations: includes any regulations made under this system.

Chapter II

General Objectives and means

Article (5) objectives of the Assembly: –

A. Strengthen ties and social connections and relations between the owners of the websites of Sudan and to work to improve their scientific and cultural, health, social and living conditions.

B. To develop the work of the websites of Sudan and defend the interests of the Assembly.

K. Secure and protect the websites of the Sudanese and the risks of piracy e-destructive ideas.

D. Protection of various segments of society from the dangers online and in particular groups of children, youth, women and people with special needs.

L. Create an atmosphere of positive competition between the various Sudanese websites.

T. Develop awareness of the information and use of information in the community to keep pace with scientific and technical progress in this area.

G. The development of the scientific level of the personnel in the field of information, promotion and sharing of scientific expertise in this area locally, regionally and globally and coordination with the regional web sites and world in the areas of career development and personal skills.

Article (6) the means to achieve the objectives: –

Society seeks to achieve its objectives through the convening of symposia and seminars, lectures, research, training courses and scientific conferences and professional studies, periodicals and strengthen relationships with local organizations, regional and global-like with outstanding care and creators in the field of Web sites.

Chapter III

Membership

Article (7) conditions of membership:

A. Become a member of Sudanese nationality and have been paid for contributions.

B. That at least the age of (18) years and be a believer in the objectives of the Assembly, aware of.

C. To be a full-fledged.

D. That the Governing Council approve the acquisition of membership in accordance with the form prepared for this purpose.

Article (8) Membership ends:

Membership of the Assembly in any of the following cases:

After accepting the resignation of the Governing Council.
Death.
Loss of eligibility.
Conviction of a crime against honor and honesty.
If not paid its contribution for a period of three months without an acceptable excuse.
Chapter after the approval of the Governing Council or its President, as appropriate.
Article (9) rights of a member: –

Member ID card granted membership of the Assembly and in accordance with the form determined by the Assembly and to pay the value of them out.
Any member can elect and be elected to the presidency and membership of the Governing Council.
Member shall be entitled to participate in the activities of the Assembly according to the different controls and systems.
Any member who suffered because of the decisions of the General that it will resume the Governing Council.
A member benefit from the privileges provided by the Assembly for its members on an equal basis according to need and qualifications.
Article (10) the obligations of a member of the Assembly: –

Respect for the law and the Statute of the Assembly and the regulations issued there under and compliance with the terms and rules of professional conduct issued by the Assembly and changes thereto, additions or changes.
Payment of monthly contributions.
The obligation to maintain to achieve the objectives of the Assembly and its reputation and the reputation of his fellow members.
Commitment to truth, honesty and chastity of the hand and tongue.
Carry out its commitments moral, material and the implementation of the resolutions of the Assembly.

Chapter IV

Organizational structures of the General

Article (11) the organs of the association as follows:

A. The General Assembly.

B. Board of Directors.

First: General Assembly

the General Assembly is the supreme authority of the Assembly and is composed of all the registered members who satisfy the conditions of membership according to Article (7) of this system.

Assembly convened once every year on the decision of the Board of Directors and will be announced two weeks ago, at least through Web sites or local newspapers and shows the date, place and agenda.
General Assembly held exceptional reasons supported the request and the location of two-thirds at least as the General Assembly convened at the invitation of the Governing Council.

General Assembly elects the Board of Directors.

II. Board of Directors:

Board of Directors consists of (8) members are elected by the General Assembly.

And functions as follows:

President
Vice president
Secretary-General
Finance Director
Director of Public Relations and Information.
Director of training and rehabilitation and research.
Director of the Technical Department.
Director of the Department of Information Technology.
Three of the reserve.
Functions and powers of the Governing Council:

A. Development and adoption of internal regulations with the Registrar General and the Board of Directors has issued regulations that clarify the necessary financial and exchange ways of monitoring and performance accounting and Alemrahap Interior.

B. Implementation of policies and plans that govern the operation of the Assembly and achieve its objectives.

C. Work to attract financial support, material and logistical support.

H. Consider applications for membership and certification of acceptance or rejection.

I. Discussion of contracts and agreements and certifications.

H. Any other tasks in the interest of the Assembly.

Meetings of the Board of Directors:

Governing Council meets once a month at least contain the calling card of the meeting, issues on the agenda and notes its own.
Resolutions are passed by an absolute majority of those present (50% +1) In the case of a tie vote is likely by the President.
Member who fails to board meetings three times in a row or five different times during the year considered as having resigned.
Session of the Governing Council three years from the date of election.
Competence of the President:

1. Represent the association before the official and non official and speak on their behalf.

3. Sign contracts and agreements of the association with others.

4. Sign next to the Chief Financial or General Secretary (two of three) on the promissory notes, checks and other financial documents.

Terms of reference of the Secretary-General:

1. Inviting and processing for the meetings of the Assembly and the Council.

2. Preparation of agendas for the Assembly and the Council.

3. The implementation of Council decisions and follow-up.

4. Supervise the work of administrative and technical committees.

5. View the applications for membership on the Council.

6. Record-keeping and seals and contracts.

7. Sign all correspondence of the Assembly and the Council, except correspondence which the Board considers the signing by the President.

8. The signing of bills of exchange, checks and financial documents, other than the President.

Financial functions of the Director:

1. The collection of all revenues and funds of the society and the deposit of the bank.

2. Implementation of Council resolutions and to ensure financial compliance with the terms of the budget and financial regulations.

3. The signing of the promissory notes, checks and financial documents, other than the President.

4. Supervise the accounts of the Assembly.

5. Preparation of final accounts for the financial year ended.

6. A draft budget jointly with the Secretary-General.

7. Record-keeping and financial books and documents of income, expenditure.

8. Exchange purchases invoices and bills of any other expenses, according to the financial systems of the Assembly.

Chapter V

General funding sources

Article (12) financial resources of the Assembly:

A. Membership dues, as determined by the Assembly.

B. Donations, grants and donations.

C. Return on investment projects of the Assembly.

D. The value of real and personal property of the association.

E. The legitimacy of any other resources approved by the Board of Directors.

Article (13) to deposit funds of the society one of the banks to be signed by the President of disbursement of the Governing Council and any of the Secretary-General and Chief Financial Officer, as appropriate.

Article (14) (1) General audited every year by an auditor has a right to inspect the books and accounts and records of the association and any documents to get any information that helps him in performing his duty.

(2) Submit a report with the Statutory Auditor’s budget to the Governing Council and presented to the Assembly for approval, and send them a copy of the Office of the Registrar General.

Article (15) may not be for the member or his heirs, who lose their membership for any reason or resigns to recover any amounts paid to the Assembly.

Chapter VI

Violations and penalties for members of the

Article (16): It is permissible for the Governing Council or any member to ask him to hold any member of the Assembly in the following cases: –

A. If he refuses or intentionally fails to pay its contributions for three consecutive months without a legitimate excuse.

B. If the action that is consistent with the aims and purposes.

C. If any action that would damage the interests of the Assembly.

D. If his behavior misconduct harmful to the membership of the Assembly.

E. If convicted of any crime related to honor and honesty.

Article (17) accounting procedures:

Governing Council issued a list of which is to determine how the composition of the committees and accounting procedures, powers and move the grievances.

Article (18) sanctions:

Audit committees may damage forced its version of what happened early death or a reprimand or suspension for a specified period or chapter in its resolution becomes effective only after clearance by the Board of Directors.

Chapter VII

GENERAL PROVISIONS

Article (19): dissolution of the association

(1) If the Board found that the Assembly had been unable to achieve its objectives required by the General

(2) in the event of dissolution of the Assembly or the cancellation of its registration for any reason, funds are disposed of in accordance with the provisions of Article (30) of the Code of voluntary work and humanitarian of the year 2006.

Article (20): The Assembly upload a copy of the statute with the Registrar of the organization of voluntary work and humanitarian law.

Article (21): members of the General electronic sites:

(1) Each member of the Assembly has a website to put an emblem in its website is clearly for public viewing and guided by the slogan to the main page of the website of the mail.
